I am Senator Angelia Williams Graves, pronounced as Angela, and I am grateful for the opportunity to serve as the Senator from Norfolk, representing the 21st Senatorial District in the Virginia Senate.  In the Senate, I have been appointed to the following committees:

I also have the privilege of serving as the Secretary of the Virginia Legislative Black Caucus (VLBC).

The regular Virginia General Assembly session for the year 2024 adjourned Sine Die on Saturday, March 9, 2024. This session was called "the long session" and lasted for 60 days. During this session, several pieces of legislation and the biennial budget were crafted and passed.

All the bills that were passed in both the House and Senate have now made their way to the Governor's desk for his signature. The Governor has three options - he can either sign the bill into law, veto it, or amend the bill and send it back to the legislature. If the Governor does nothing, the bill will pass into law without his signature. You can keep track of bills as they await the Governor's actions here.  If you are a little rusty on the legislative process, How a Bill Becomes a Law is a great refresher.

Our next meeting will be our Reconvened or "veto" session on Wednesday, April 17, 2024.

As a Norfolk native and self proclaimed “Norfolk Girl”, I am deeply humbled to represent the 21st District as a member of the Virginia Senate in the  General Assembly.  It is truly an honor and privilege to serve the wonderful people of the 21st Senatorial District, especially those residing, owning businesses, and having houses of worship in the City of Norfolk.

Currently, the 21st Senatorial District covers about 95% of the City of Norfolk. I understand that this work cannot be done alone, and I assure you that I am committed to working together with all of you to make our city a more inclusive place for everyone, regardless of age, race, religion, sexual orientation, or background. Thank you for allowing me to serve you, and I look forward to continuing to work towards a brighter future for Norfolk.

140 members of the Virginia General Assembly were officially sworn into office on Wednesday, January 10, 2024. The General Assembly is composed of 40 members of the Senate of Virginia and 100 members of the Virginia House of Delegates. The Freshman classes of both chambers were the most diverse group of individuals to ever serve in the legislature. Additionally, the first Black Speaker of the House in the history of the Commonwealth of Virginia was also elected. The Virginia General Assembly truly reflects the diversity of Virginia, as we are a reflection of the people.

We are now in a position to pass legislation that reflects the values of all Virginians, as Democrats hold the majority in both the Senate and House. Although it may not be an effortless process, and there might be disagreements on certain issues, I assure you that any decision I make will take into account the needs of the diverse population of 21st Senatorial District and the Commonwealth of Virginia in mind.
